In some cases, it is impossible to define a single standard language for neural simulation models, as there are many different levels of abstraction, styles of simulation, and tools. When this is the case, the approach of NeuroML is to use agreed styles of modeling.

The NeuroML Development Kit (NDKit) is a collection of Java tools that allow for easy access to NeuroML from programs when the NeuroML standards are not appropriate. It includes the definition of the NeuroML language, tools for reading and writing XML files, a module loader and a basic user interface.
